REHupa #84-85 was issued as a double mailing in January/February 1987.
It was the final issue with Vern Clark as Official Editor.
Bob Barger took over as Official Editor and reused issue numbers 84 and 85. 

REHupa #84 was issued in March 1987. REHupa #85 was issued in May 1987.
WEIRD TALES IN THE THIRTIES PART 2 and CHILDREN OF THE GOAT do not appear in the Table of Contents for #84-85, but are believed to have been in the mailing. It does appear in the Table of Contents for #84 (March 1987).
WEIRD TALES IN THE THIRTIES was originally published by Reginald Smith in June 1966 (First printing) and October 1966 (Second printing).  It is estimated that only 1000 copies in two printings were published.
Gibbelins Gazette Publications reprinted  WEIRD TALES IN THE THIRTIES in two parts in REHUPA #83 and #84-85.
The Robert E. Howard United Press Association is an amateur press association (apa) that was started by Tim Marion in 1972.
An apa is a means for distributing fanzines to a specific group of people. Typically, each member of an apa produces a short fanzine and sends an appropriate number of copies to an official editor who collates and (usually) staples one copy of each zine together, adding covers, an official organization and a table of contents. The editor sends out the collection of zines, called a mailing, to each member.
